    The Massachusetts prevailing wage laws require that covered employees on public works projects be paid a minimum hourly rate set by the Department of Labor Standards (DLS).     In a rare and unusual move, the State Workers' Compensation Rating & Inspection Bureau has filed for a statewide average rate decrease of 11.1% for 2018.     In December of 2007, specialty contractor Abhe & Svboda, Inc.
