David Perini Re-Appointed DCAM Commissioner
After a six-month wait, David Perini finally received word of his re-appointment as Commissioner of the Division of Capital Asset Management (DCAM) on June 1, according to the State House News Service.
Shortly after Deval Patrick’s election as Governor, AGC and several allied construction trade associations strongly supported Commissioner Perini’s re-appointment. The industry continued its support for the Commissioner’s re-appointment throughout the winter and spring of 2007.
AGC recommended Perini as a well-qualified candidate for Commissioner in response to an inquiry from the Cellucci administration to AGC in late 1999. Perini, who was appointed Commissioner under Governor Paul Cellucci in 2000, is responsible for all the oversight, construction, renovation, sales and leases of public buildings and land in the Commonwealth.
David Perini has served as a dynamic and visionary leader of DCAM for the past seven years implementing many positive administrative changes and introducing CM at Risk into the landscape of public construction procurement in Massachusetts. Most recently, DCAM reached out to AGC for assistance with the formation of the AGC/DCAM at Risk Working Group to review and recommend best practices within DCAM applying to CM at Risk implementation.
As Commissioner, Perini’s command of the public bidding process and alternative project delivery methodologies has been unseen at DCAM since the days of Jack Carlson in the late 1980’s. David and his staff are also keenly aware of the need for DCAM’s client agency satisfaction
Finally, Perini emerged as the key member of the 2004 Construction Reform Commission. He approached the challenges facing the Commission in a thoughtful and positive way and was extremely effective in bridging the gaps between disparate parties, facilitating consensus around electrifying issues.
